A utopian entity without territorial claims that does not identify itself with a real existing state, which today has grown into a collective (art) work with ca. ten thousand members: In 1992, as a result of Slovenia's independence, the group New Slovenian Art (NSK) was founded together with other artists and theorists of the "NSK State in Time."

Discussions around nation state and national identity shape the artistic work of the remarkable group comprised of unruly musicians such as Laibach, innovative artist collectives such as IRWIN and art theorists such as Alexei Monroe, whose research focuses on deer symbolism. In this congress, for the first time, the citizens of a "micro-nation" will come together to discuss their state and its future. A virtual art project, the sculpture "NSK State in Time" will be materialized.

A "Public Seminar" will also take up questions concerning art and the nation state and present films showing interesting excerpts from NSK’s work, along with films on associated topics. The exhibition "Folk Art" is shown for the first time after a presentation at the Taipei Biennale with more than 60 works from the collection of the NSK State in Time. And the congress also dances: the "First NSK Citizens' Congress concludes with a DJ party and performances.
